1. Capture the trigger without pretending the research is complete

Bounded source context: NJ and NY official executive summaries returned HTTP 200. The NJ Governor release says a law was signed and describes pricing, loyalty and shelf-label points. The NY Attorney General release describes passed legislation and says “When this bill becomes law,” so this sample does not mark NY enacted.
