Australia Repair-Access Evidence Ledger

A dated way to separate scheme rules, regulator allegations, subscription and access conditions, official entry points, and facts that still need brand/model or specialist verification.

Evidence boundary: the Subaru material below is an ACCC allegation in a Federal Court proceeding, not a court finding. Honda's infringement-notice payment is not an admission of a contravention. The EU framework is a comparison pattern, not an Australian rule. This sample does not provide repair diagnostics, VIN applicability, safety, legal or compliance advice, or a guarantee that any information, software or function can be obtained.

Three cards, three evidence states

RMI-C01 · Australian MVIS baseline

Scheme-level workflow, not a brand/model access result.

official_scheme_rule
Public observation

The ACCC says the mandatory Motor Vehicle Information Scheme took effect on 1 July 2022 and makes service and repair information available to Australian repairers and registered training organisations for purchase at no more than fair market value.

Access route

The ACCC directs users to AASRA to verify credentials, check criteria for safety/security information and find individual manufacturers' scheme information.

Still missing here

No manufacturer portal, exact information type, price, subscription window, credential result, VIN applicability, software dependency or successful download was tested.

Choose one named brand and repair-information question, then capture its current official entry, offer terms and access conditions without logging in.

RMI-C02 · Subaru Australia court event

Regulator allegation, captured as an event state.

regulator_allegation_pending
Public observation

The ACCC says it commenced Federal Court proceedings and alleges that, between 1 July 2022 and 31 August 2024, Subaru Australia did not offer required software and technical information to independent repairers in the same way as to its dealerships.

Alleged friction fields

The ACCC lists alleged differences involving information or remote-assistance access, certain connecting hardware, and annual-only access where shorter periods were required.

Legal boundary

These are allegations. No final court determination, liability finding, remedy, current portal state or current model/year access result is recorded by this card.

Safe next action

Track the court-event status separately from a current public portal screen. Do not use the proceeding as proof that one present-day Subaru model is accessible or inaccessible.

RMI-C03 · Honda subscription-period event

Infringement-notice payment with an explicit non-admission boundary.

penalty_not_admission
Public observation

The ACCC reported that Honda Australia paid A$18,780 after an infringement notice. It alleged that from 1 July 2022 to 6 May 2024 the software was offered only by yearly subscription, without daily or monthly options.

Why this field matters

An official entry existing is not enough for a useful ledger. Subscription period, price, information type and any software/hardware dependency must be dated separately.

Admission boundary

The ACCC states that payment of a penalty specified in an infringement notice is not an admission of a contravention of the Competition and Consumer Act.

Safe next action

Screen the current public Honda offer only as a new observation. Do not carry the 2022–2024 allegation forward as today's access state.

EU comparison pattern—not an Australian verdict

The European Commission describes easy, restriction-free and standardised RMI access for independent operators and says discrimination relative to authorised dealers and repair workshops is not allowed. That framing is useful for the ledger schema: official entry → information type → access condition → price/period → dependency → missing field → evidence date.

It does not establish that an Australian brand, model, year, VIN, software package or repair task is covered or obtainable.
